Picks Aggregator Code

Overview

Picks Aggregator will be used for both Location aggregator and Returns aggregator tasks. Both of which will read picks from Kafka, aggregate the items by location in batches of BATCH_SZ or within configured TIME_OUT. Once aggregation is complete the new picks are written to Kafka.
